Description
The City of Visalia is recruiting for Animal Services Analyst/Animal Services Manager depending on qualifications (DOQ).
THE DIVISION
Visalia Animal Services is a progressive animal shelter dedicated to the welfare of animals in the cities that we serve by providing a wide range of animal related services. In conjunction with animal control operations, the Division plays an active role in the community by promoting and ensuring public health and safety, facilitating responsible pet ownership, and humanely and responsibly caring for all animals that come to our facility. We strive to deliver prompt and courteous customer service while providing educational opportunities and positive enforcement efforts that will engage community members.

THE POSITION
The position represents an outstanding career opportunity for a self-motivated, energetic manager to oversee and lead the Visalia Animal Services Division. In doing so, they will ensure an effective operation by managing and directing all operations, personnel, facility maintenance, capital expenditures, procurement, development of policies and procedures, and grant writing to provide optimum support for the Department’s ongoing operations. This position is also responsible for the enforcement of all local, State and Federal laws which pertain to the animal control obligations of the City.
Qualifications / Requirements
THE IDEAL CANDIDATE
The ideal candidate will be an experienced, responsive, innovative, self-starter dedicated to providing thoughtful leadership with the goal of providing excellent service to Animal Services customers. The successful candidate will have the ability to work collaboratively with others at all levels and be recognized as an individual who can develop and maintain strong relationships with City staff, the community, and other Central Valley animal services organizations. They will also be a thoughtful proactive leader with the ability to motivate and develop staff, manage projects, identify, and overcome obstacles, and make sound decisions. Strong administrative skills are a priority, and a veterinary services background is not required for the candidate who is willing to learn.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
Animal Services Analyst:
- Two (2) years increasingly responsible administrative experience.
- Work experience with animal care facilities and shelter management is desirable.
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business, public administration, animal science, or a related field.
Animal Services Manager:
- Four (4) years increasingly responsible administrative experience in an animal care/protection agency, animal shelter or related industry including experience in a supervisory capacity.
- equivalent to a bachelor’s degree from an accredited college or university with major coursework in business, public administration, animal science, or a related field.
SPECIAL REQUIREMENTS:
- Possession of or ability to obtain a valid California driver’s license by time of appointment.
- Completion of the curriculum of training as specified in the Euthanasia Training Curriculum published by State Humane and the California Animal Control Directors Association (CACDA), within 1 year of appointment.
- Possession of a current Veterinarian Assistant Certification within 3 years of appointment.
- Incumbents in this classification may work shifts that include nights, weekends, and holidays.
If hired at the Analyst level, the expectation is that the incumbent will develop the expertise and knowledge to be moved to a Manager level at the discretion of management.

PHYSICAL STANDARDS
Positions in this class work in a standard office environment and requires field work resulting in exposure to the weather and the ability to conduct duties in areas of unstable footing. Positions in this class require moderate to heavy physical work with prolonged standing, walking, bending, stooping, climbing, lifting and carrying loads weighing up to 95 pounds.
