Deputy Fire/EMS Chief
The position of Deputy Fire/EMS Chief is an exempt administrative, supervisory position and is considered an integral part of the management team of Sun Prairie Fire and EMS, and reports to the Fire Chief. This is an appointed position in an administrative role. The Deputy Fire/EMS is a Full-time employee who is responsible for full participation in all department activities and responds to emergencies as necessary or assigned. On emergency scenes, the Deputy Fire/EMS shall assume the position of any assigned role concurrent within ICS designations or roles assigned by the Fire Chief. In the absence of the Fire Chief, if appointed, they are the Acting Fire Chief and shall undertake all responsibilities of the Fire Chief.

Essential Job Functions
- Oversees the operation of communications, apparatus, buildings, logistics, departmental history, its programs, and operational objectives.
- Reviews and modifies department policies, rules, regulations, and standard operating procedures and guidelines and advises the Fire Chief of the impacts of proposed issues on operational effectiveness. Keeps the Fire Chief informed of the conditions and needs of the Department and makes recommendations for departmental improvements.
- Ensures that significant events are critiqued and evaluates the effectiveness of safety operations. Drafts reports following significant events.
- Directs necessary research and preparation of budget needs for assigned area of responsibility to assist the Fire Chief in the annual development and administration of the department budget; monitors and approves expenditures across all divisions.
- Executes detailed operation of department training programs and mandates. Identifies opportunities for improvement and implements changes.
- Maintains communication and working relationships with the Shift Commanders, union representatives, Training Officers, Safety Officer, and Medical Officer to assure all department programs are coordinated and support each other.
- Meet with key staff to identify and resolve problems. Enforces established policies and procedures. Mediates and resolves disputes between the Shift Commanders.
- Maintains expertise in safety standards and oversees department safety programs.
- Works closely with neighboring emergency response departments and agencies.
- Supervises department Fire & EMS Motor Vehicle Operation (MVO) program and oversees purchasing of new vehicles, specs tools, and equipment. Organizes the preparation of future fleet needs and expectations.
- Maintains up to date Mutual Aid Box Alarm System (MABAS) card system, changes, updates, and distribution.
- Maintains organization’s issues with City EOC and National Incident Management System (NIMS) compliancy.
- Assists in all Grant writing and submittal and management of Grants.
- Identifies the need for community activities and public awareness of the mission of the Department and organizes educational fire prevention events.
- Functions as a principal representative of the Department in dealing with the public concerning specific problems and general information about department activities.
- Coordinates the use of personnel and equipment within the scope of their command using data-driven decision making and analytics.
- Takes decisive action in all emergency situations; reacts with calm, quick efficiency in making technical decisions in emergency situations.
- Oversees personnel, property, and operations utilizing inspections and reports, acts on findings to improve department operations.
Other Job Functions:
- Be an effective representative of the Sun Prairie Fire Chief and the Fire Department.
- Assists in developing, implementing, and achieving capital and operating budgets.
- Assists with monitoring operational and financial performance of the department.
- Assists with researching, evaluating, selecting, and implementing systems which improve efficiency of unit operations.
- Advocate for diversity and inclusivity in hiring and promotional activities.
- Utilize strong interpersonal skills to deal appropriately with customers in stressful situations.
- Attend conferences, meetings, and serve on committees as assigned by the Fire Chief.
- Assists in providing CPR, Emergency Vehicle Operations, and other training to members as assigned by the Fire Chief.
- Assists the Fire Chief in special projects to enhance the operation of the department.
- Participate in public relations and educational programs as directed.
- Required to have the ability to assume an Administrative and Supervisory Command Officer position in the Fire & EMS service.
- Responds to and takes command of major fire alarms (as needed), serves as a Safety Officer, or Division Officer, as determined by direct communication with the Shift Commander at multi-unit emergency response scenes.
- When necessary, act as Incident Commander of all firefighting, emergency medical, rescue, and hazardous materials operations. May also be called to respond outside the Sun Prairie District response area, as indicated in the Department’s MABAS agreement, MOU’s or under the direction of the Fire Chief.
Requirements of Work
Possession of Bachelor’s degree or higher in a fire/public safety service or related field. Possession of Emergency Medical Responder license and ability to obtain Emergency Medical Technician license within one-year of employment. Experience in the Fire & EMS Service of ten (10) years with increasing responsibilities in the fire service with at least five (5) years as a company officer, supervisory/command position, division officer or higher preferred. Experience as a Fire Officer II or Fire Inspector I. Ability to obtain The National Fire Academy’s Executive Fire Officer Program (EFO) and/or Chief Fire Officer (CFO) designation through the Center for Public Safety Excellence preferred.
